The recent lethal tasering of 95-year-old great-grandmother Clare Nowland, who was holding a steak knife and suffering dementia, has again brought into stark relief the use of excessive force by NSW police: an issue that despite its prevalence, tends to gradually subside until the next incident.

I have compiled the following information after many years of meeting women in domestic violence shelters who have experienced violence both in their adult relationships and as a child in the family or caregivers home.

Please note that whilst the following can be perceived as precluding gender diversity as it relates specifically to the women I have met in Domestic Violence Womens shelters for over 35 years where the issue of women overcoming the impact of a violent father /primary caregiver is very current in many womens lives. However this does not preclude maternal violence or the diverse range of primary carers and gender diversity outside of the traditional father / mother / daughter /son narrative.

Protests are rocking France again. This time its over the police shooting and killing of a 17 year old at a traffic stop. Being of Algerian descent, he was not white, and like in the United States, racial killing of black and Brown skinned people by police is commonplace.

Videos from the incident show two police officers leaning into the driver-side window of a yellow car, and as the car drives away, one of the officers shoots into the window. Later on, the car appears crashed into a nearby post. This is a George Floyd type moment.

Prosecutors quickly urged for the police officer who fired to be investigated and he is in custody and possibly facing being charged with intentional homicide. President Emmanuel Macron has condemned the killing. But this has not been enough to contain the anger.

The government is now having crisis meetings to deal with the situation. Police claims that the seventeen year old was known to them and was speeding away havent convinced anyone. Video footage on the scene and widely broadcast show the gun poking through the car window while the car was stopped. The officer fired at point blank range.

Paris is a segregated city. Police have a reputation for targeting working class and African communities. Complaints about racial profiling by police have been common,

Nanterre, where Nahel M lived, happens to be one of these communities, and anger has been simmering, waiting for a catalyst to ignite an explosion. This was it.

Police responded brutally, and unrest quickly spread across France.

Heavy alcohol consumption by Australians was highlighted during the pandemic lockdowns, but a new report shows that drinkers of wine and RTDs (ready-to-drink) have kept the party going, leading to an overrall increase in Australians who drink alcohol compared to the pre-pandemic period. Consumption of RTDs is now at a record high.

As many Australias contemplate participating in Dry July, the reports statistics are sobering to say the least.

New data from Roy Morgans Alcohol Consumption Report shows the proportion of Australians who drink alcohol was at 67.6 per cent in the 12 months to March 2023, up by 1.3 per cent points since the pre-pandemic period in the 12 months to March 2020 (66.3 per cent).

Stuck at home for extended periods

The number of Australians drinking wine, beer and spirits reached pandemic highs during 2021 as Australians were stuck at home for extended periods during the many lockdowns that different parts of the country experienced. However, consumption of RTDs  has continued to increase and is now at a record high.

In the year to March 2023 a total of 13,709,000 Australians (67.6 per cent) aged 18+ consumed alcohol in an average four-week period compared to 13,073,000 (66.3 per cent) in the year to March 2020 an increase of well over 600,000 Australians.

The standout alcoholic beverages over the course of the pandemic have been RTDs for which consumption increased from 2,138,000 Australians (10.8 per cent) pre-pandemic up to 4,208,000 (20.8 per cent) a massive increase during the pandemic of over 2 million people.

The most popular alcohol is wine which has stretched its lead during the pandemic with the number of Australians drinking wine increasing from 8,096,000 (41.0 per cent) pre-pandemic to 8,898,000 (43.9 per cent) in the 12 months to March 2023 an increase of over 800,000 people.

According to a new study by the Global FinPrint project, overfishing is causing coral reef sharks to be driven toward extinction much more than previously thought.

Reef sharks are the top predators in Caribbean reef communities and play a large role in maintaining the delicate balance of the reef environments food webs.

However, they are under threat from overfishing, as their meat and fins are highly valuable in international markets, according to WWF.

Each year, hundreds of reef sharks are killed or injured after being caught unintentionally as bycatch. They can also fall victim to ingesting or becoming entangled in marine debris such as plastic bags, bottles and cans.

Sharks have a very vulnerable life history. They dont reproduce very quickly, and so when you start to fish them out, they decline very quickly and recover very slowly, Colin Simpfendorfer, lead author of the study and adjunct professor of marine and aquaculture science at James Cook University in Australia, told Mongabay.

The coral reef habitat of reef sharks and other marine animals is becoming increasingly degraded and destroyed by coastal pollution and development.

The study, Widespread diversity deficits of coral reef sharks and rays, was published in the journal Science.

Reef sharks act as managers of the coral reef marine ecosystem, which is relied on by hundreds of millions of people, reported AFP.

For the study, more than 22,000 hours of footage was collected by the researchers from coral reefs across the Middle East, Africa, Australasia, Asia and the Americas.

The scientists found that, of the most common reef shark species, five of them blacktip reef, whitetip reef, Caribbean reef, gray reef and nurse had declined by 60 to 73 percent.

The team of more than 100 scientists derived the depletion data from a computer model estimating how many sharks there would have been without human influences.

If you want to ignite a firestorm among scholars of English literature, just bring up the possibility that the author of the works that now constitute the Shakespeare canon were not written by the historical figure William Shakespeare but by another author who, for whatever reason, chose to be anonymous and had him act as a front. To keep the issue under discussion clear, some people refer to the author of the canon as the Bard and to the historical figure as William Shakespeare, so that the question can be formulated as to whether the Bard was William Shakespeare or someone else.

One would think that the issue would have been resolved by now but part of the problem is that although many doubts can be raised as to Shakespeare being the Bard, the alternatives also have problems. Furthermore, one could analyze the question from different disciplines such as literature, history, and linguistics, each with their own methodologies, and arrive at different conclusions.

Elizabeth Winkler is the latest to enter into this minefield with a new book, according to this article.

The doubters point to Shakespeares lack of higher education and aristocratic background and the scarcity of personal documents and literary evidence directly linking him to the works. Some suggest candidates such as Francis Bacon, Christopher Marlowe or Edward de Vere, the 17th Earl of Oxford, as potential authors of Shakespeares plays.

It would of course have been the hoax of the millennium: no need to fake a moon landing. The theory remains decidedly fringe, outside the mainstream academic consensus and, as Winkler puts it, not permitted. In her book, Shakespeare Was a Woman and Other Heresies, she writes that it has become the most horrible, vexed, unspeakable subject in the history of English literature.

In literary circles, even the phrase Shakespeare authorship question elicits contempt eye-rolling, name-calling, mudslinging. If you raise it casually in a social setting, someone might chastise you as though youve uttered a deeply offensive profanity. Someone else might get up and leave the room. Tears may be shed. A whip may be produced. You will be punished, which is to say, educated. Because it is obscene to suggest that the god of English literature might be a false god. It is heresy.

But Winkler not only looks at the authorship question but also at why this topic arouses such strong passions on all sides, and why defenders of Shakespeare as the Bard are so determined to rebut any challenge to his authorship. After all, there is nothing really tangible involved in the answer, either money or other forms of reward. We have the canon. Shouldnt that be enough?

Sometimes you come across people that permanently change the way you think. About life, yourself, or an area of study. They instill a sense of resolute optimism about the world and your abilities. Bear Braumoeller was that person for us. Wise, accomplished, brilliant, humble, and kind. Anyone who can be remembered that way lived life well. Bear is one of those people. He was our professor, mentor, colleague, and friend. We were richer for knowing him, and are poorer for his passing.

We first got the chance to meet Bear during our recruitment process to Ohio State. We gravitated toward him and his research. Bear went out of his way to bring in the best and brightest graduate students to the program, and was absolutely relentless in his efforts. He took phone calls from us, discussed all of our options, and went out of his way to procure funds and opportunities for every student. Bear was known to showcase some of the best places to eat in Columbus, too. We all got along with Bear immediately, and he became a powerful force in our proverbial corner, helping us navigate and thrive in graduate school.

Weve been fortunate to have terrific professors, but Bear was an unusually good professor. In graduate seminars, we were exposed to a wide breadth of topics in political and social science. The breadth that Bear introduced in his courses was unique for a political science class. Most importantly, he taught us how to read books and articles critically and constructively. Graduate students are often great at tearing apart a piece of scholarship. And thats important. But published works are generally published for a reason, he reminded us, and so its equally important to identify their strengths in addition to their weaknesses. That approach cultivated humility (there are always tradeoffs in research) but was also encouraging. If graduate students think pieces published by top scholars in good journals are bad because we only focus on their downsides, how could we possibly do good work?

Bears take on the literature and the discipline was just like his research interests: complex, rich, and nuanced. He loved what he studied, and his knowledge in these areas often seemed encyclopedic. He would recommend a citation and quote on a whim, from memory. He always asked big, important questions, and he did his best to answer them. His two books, The Great Powers and the International System and Only the Dead, address two important questions in international politics: how leaders and historical circumstances jointly shape major historical outcomes, and whether war is declining. He was methodologically sophisticated, but for him it was about getting closer to the truth. He truly didnt care what method you used if it fit the question. He had a great academic pedigree (University of Chicago, University of Michigan) but he wasnt elitist. He wanted to hear from smart people, and he believed in demystifying the academy, making it acc...

A common belief is that, throughout history, men have been the hunters and women the gatherers. But new analysis turns this on its head - revealing that women hunt in the majority of foraging cultures and employ a greater variety of weapons and hunting strategies than their male counterparts. Researchers from Seattle Pacific University analysed data from the past 100 years on 63 foraging societies around the world, including in North and South America, Africa, Australia and Asia. They found women hunt in at least 79 per cent of these cultures, regardless of whether they have children or not. More than 70 per cent of female hunting appears to be intentional, the team said, as opposed to the opportunistic killing of animals encountered while performing other activities.

During the Shangri-La Dialogue security conference taking place in Singapore from June 2-4, US Secretary of Defense Lloyd Austin stated that the United States is not trying to form a new Western defense-oriented NATO-like bloc in the Asia-Pacific region. The Pentagon chief ascertained those present that the interests of European powers in the region are not only military-related, and therefore, of course, Europe is present here because it wants to guarantee the preservation of good relations with the countries of the region.

Australian Deputy Prime Minister Richard Marles echoed his American counterpart. According to him Canberra sees no signs of NATO being exported to the Indo-Pacific region, and the countrys alliances with Western nations, such as QUAD and AUKUS, are aimed at maintaining peace in the region and exchange of military technologies, including nuclear technology, through which Australia intends to ensure collective security and a rules-based order.

Statements by US and Australian senior officials appear to be a response to Chinas leadership accusations that Washington is waging a campaign to contain China and thus poses unprecedented challenges to Beijing, and that the real purpose of US strategy in the Indo-Pacific region is to surround the PRC, including by creation of integration. However, the pacifying messages from the US and Australian representatives do not look sincere at all against the background and in the context of the events that occurred the day before, during and immediately after the Singapore conference.

The Australian Citizens Party (ACP) is calling on the Albanese government to act on Labors pre-election rhetoric and compensate the Sterling First victims for the Australian Securities and Investments Commissions (ASIC) failure to police the Sterling Income Trust Ponzi scheme.

Timeline of a betrayal

In 2015 serial Ponzi scheme offenders launched the Sterling First rent-for-life scheme targeting retirees looking to downsize, but ASIC ignored the directors connections to past financial failures.

In 2015-2017 ASIC ignored multiple complaints about Sterling First, marking them NFANo Further Action despite knowing the scheme was falsely advertised and targeted vulnerable elderly consumers.

In 2017 ASIC ignored a complaint about Sterling First from a Western Australian government department for six months, before finally launching an investigation.

In 2019 Sterling First collapsed, ruining around 130 elderly victims who had paid their rent in advance for the rest of their lives. Renowned consumer advocate, Denise Brailey, began working with the Sterling First victims to achieve an inquiry and compensation.

In 2021 the ACP got involved in the campaign for justice for the Sterling First victims, and in August 2021 mobilised people all over Australia to call and email Senators to request an inquiry into the Sterling First scandal and ASICs failures.

In October 2021, Labor Party Senators Louise Pratt and Deb ONeil took the lead in establishing a Senate inquiry, which held powerful hearings that confirmed ASIC received multiple warnings on Sterling First, but failed to act.

Australias policies on blood donation within the GBT community are out of step with international norms, writes Dr Sharon Dane and Rodney Croome.

The lifting of restrictions on people with new tattoos giving blood highlights another contentious restriction, the ban on blood donation by gay men, and bisexual men and trans women who have sex with men (GBT donors).

Debate about gay blood donation is likely to grow in coming months because Australias Lifeblood Service has proposed that GBT donors be allowed to give plasma but not whole blood. We are concerned this will replace an old form of discrimination with a new one.

We feel there is a better path forward with both the science and the international experience showing it is possible to have a safe blood supply and treat all donors equally regardless of sexuality or gender.

The Plasma Pathway

Last year Lifeblood asked the Australian Government to amend the blanket ban on gay blood donation so men who have sex with men can give plasma but not whole blood. The so-called plasma pathway has since been approved by the governments blood regulator, the Therapeutic Goods Administration.

Now, it will go to state and federal health ministers and the private blood trading company, CSL Behring, for their approval.

But there are significant problems with only allowing GBT people to donate plasma and not whole blood.

While it may increase the supply of plasma it entrenches discrimination and misses an opportunity to tap into a new source of safe whole blood that will help save lives.

The local and national situation

Currently in Australia, gay men, and bisexual men and trans women who have sex with men, are barred from blood donation unless they are sexually abstinent for three months prior to donation. This includes those in long-term, monogamous relationships.

That policy dates from the 1980s when a blanket blood donation ban was imposed on men who have sex with men to stop the spread of HIV through blood transfusion.

A lot has changed since then. Within just the last two years gay male blood donation has been allowed in the UK, Canada, the Netherlands, France, Germany, Greece, Israel and most recently the US.

Instead of barring all gay men, and some bi and trans people, these countries assess all donors for their individual risk, gay and straight, cis and trans.

In the UK, Canada and the US all donors are asked if they have had anal sex with a new partner, or multiple partners, in the previous three months and are deferred if they say yes. In other words, instead of turning away all gay men, and some bi and trans folk, and allowing all heterosexuals through, like the current Australian policy, individual risk assessment screens out everyone who may be at risk.

A remarkable discovery has been made deep in the ocean, where a previously unknown species of snailfish was found swimming astonishingly at a depth of 5 miles or 8 kilometers below the oceans surface.

During this amazing expedition, an unmanned submersible, known as a lander, used a baited trap to capture and document several individuals of the Pseudoliparis species. These unique snailfish were observed thriving at a depth of 8,336 meters within the Izu-Ogasawara trench, located southeast of Japan.

The expedition itself was a collaborative effort between the Minderoo-University of Western Australias Deep Sea Research Center and the Tokyo University of Marine Science and Technology. The Team planned to explore three trenches in total, with the deepest trench reaching a staggering depth of over 9 kilometers, which is approximately 5.9 miles.

Discovered during this expedition, the snailfish showed remarkable adaptations that allow it to survive in an environment where the pressure is 800 times greater than it is at sea level. However, unlike most fish, it doesnt have scales but rather, possesses a gelatinous outer mass believed to provide a much higher resistance to pressure. But looking at it from an evolutionary standpoint, some may point out that this could be considered a cheap adaptation.

Introduction

Last year, I summarised then current Canadian interest in UAP. In a 22 May 2022 article titled "The Canadian Government and UAP: What do We Know?" and a 24 June 2022 post titled "Canada to Seek Information on Drones and UAP from the USA" I outlined what has come to light so far. 

On 13 May2023, a copy of a letter appeared on Twitter, on an account named "Cambria." The letter was dated 22 March 2023, and was from Canadian politician Larry Maguire, addressed to the Canadian Minister of National Defence. The appearance of the letter at this time went largely unremarked upon. The same letter then resurfaced, and was discussed in Episode #22 of the Jeremy Corbell and George Knapp podcast "Weaponized." It gained massive exposure as a result of this podcast episode.

Vulnerability is often seen as a weakness, something to be avoided or hidden.
However, it is actually an essential component of growth and personal development. Without vulnerability, we cannot truly grow and reach our full potential.

When we talk about vulnerability, we are referring to the willingness to expose our true selves to others. This may include admitting our flaws, fears, and insecurities. It can be uncomfortable and even scary, but it is necessary if we want to grow and improve.

One of the reasons why vulnerability is so important is because it allows us to connect with others on a deeper level. When we are open and honest about our struggles and imperfections, it can help to break down barriers and create a sense of empathy and understanding. This, in turn, can lead to more meaningful and authentic relationships.

Another reason why vulnerability is essential for growth is because it helps us to learn from our mistakes. When we are willing to admit our failures and weaknesses, we can reflect on what went wrong and use that knowledge to improve ourselves. This can lead to personal growth and development, both in terms of our skills and our character.

However, vulnerability can be difficult. It requires us to step outside of our comfort zones and take risks. We may fear being judged or rejected by others, or worry that our vulnerabilities will be used against us. But the benefits of vulnerability far outweigh the risks.

Ultimately, there can be no growth without vulnerability. It is only by being willing to expose our true selves that we can truly connect with others and learn from our experiences. So the next time you feel hesitant to share your true self with others, remember that vulnerability is not a weakness, but a strength. And by embracing it, you can unlock your full potential for growth and personal development.

TUCKED away in the most northwestern part of Queensland, 79,000 hectares of land, gorges and sandstone ranges have been returned to the Traditional Owners. 

The Boodjamulla National Park was handed back to the Waanyi people in a ceremony at Parliament House in Brisbane last Friday. 

A prescribed body corporate of Waanyi representatives will lease the national park land to the state in a first of its kind. 

It will become Queenslands first Aboriginal land national park after the title deeds are handed over and following its rededication as Boodjamulla National Park. 

Chairman of the Waanyi prescribed body corporate Alec Doomadgee said the area was integral to culture and country. 

We stand on the shoulders of great Waanyi warrior men and women that have gone before us who have led our struggle to take back our land, Boodjamulla, he said in a statement.

WHEN the Wizard of the Wire, Gamilaroi man Con Colleano was 19, he performed the worlds first forward somersault on a tightwire.

The year was 1919 and he was not wearing a safety harness. Now, over a century later, Wiradjuri highwire and circus artist Dylan Singh will reenact some of Cons feats of balance and daring but with a safety harness and a balancing pole. 

In Lismore, the town where Con was born in 1899, Dylan will take the tightwire to new heights in a breathtaking new show, The Xrossing. 

Just like Con, Dylan grew up in a circus family and trained in the circus from a young age. 

He grew up idolising Con Colleano, Australias first Aboriginal circus performer. 

Until recently, little was known about Con Colleano and his Aboriginal heritage. 

The Xrossings co-director, Munanjali man Kirk Page, said the show is a tribute to one of Australias greatest (and unknown) Aboriginal circus performers and athletes. 

In the early 1900s, when it was difficult to be an Aboriginal person in Australia, this guy rose to International fame and was doing the most extraordinary things, Kirk said.

THE yes vote to enshrine an Indigenous Voice to parliament in the Constitution continues to lead those who say theyll vote no, though support has ebbed in recent months, the prime minister says. 

Anthony Albanese made the call as new polling showed the yes vote has fallen to 46 per cent, from 51 per cent in February, ahead of a national referendum to be held later this year. 

The no vote has risen to 43 per cent, from 36 per cent four months ago, with about 11 per cent of voters undecided, the JWS Research poll published last Friday found. 

JWS pointed to a significant increase in the no vote among voters aged 35 years or over and among those living in NSW, Victoria and Queensland. 

Theres a different poll every day, Mr Albanese told reporters in Sydney on Saturday. 

Every poll, including the one that was mentioned today, of course, has the yes vote higher than the no vote. 

Australians will make up their own minds and I encourage Australians to have a look at the wording thats put forward, and to talk with First Nations people as well.

Foreign multinationals operating in Australia are being driven mad by debate in the Senate over stronger tax transparency laws that apply to them. Its not that the discussion in the Senate is about putting an end to the corporate tax avoidance industry. it is about introducing a little more disclosure to the Australian Taxation Office (ATO), and that the information should be available to the public.

This has been enough to prompt into action a large group of foreign based multinationals to go onto the offensive. Led by the giant conglomerate SwissHoldings, claiming to represent 62 Swiss based multinationals, and Roche, the German based pharmaceutical giant, have in effect, threatened an investment strike.

This is what SwissHoldings, which owns Nestle, Philip Morris, Johnson and Johnson, and Schindler, in its portfolio of companies, included the following in its submission.

We are deeply concerned about this measure and kindly ask to clarify how an Australian regime could obligate such public disclosure of non-Australian information of foreign groups including that of our member companies.

We kindly ask that at the very least, the enactment of any legislation is delayed such that our member companies can better assess its consequences on their entire global operations and their current and proposed future investments in Australia.

Make no mistake. The implied threat is real.

Similar submissions to the Senate by PwC and the other and the other three of the big four corporate advisory firms underlined the position. Deloitte explicitly warned Australia not to risk a push back.

An Australian transgender woman had to undergo emergency surgery after she burned her own penis so that doctors would remove it and fulfill her dream of becoming a woman. A case study detailing the wince-worthy incident was published recently in the medical journal Urology Case Reports. "We present a case of self-inflicted chemical penile burn requiring emergency penectomy in a trans-feminine patient," the authors wrote in the study. According to the report, the 57-year-old unidentified trans woman had been assigned male at birth but felt she was born in the wrong body. Doctors posited that she wanted gender euphoria but likely didn't want to pay a major medical fee, so she reportedly attempted to burn off her manhood with chemicals. As the study points out, gender-affirming surgery which can involve replacing the penis with an artificial vagina is not covered by Medicare, Australia's national public health insurance.

Government Had No Relation to PMC Wagners Business in Africa Kremlin

The US Department of Treasury introduced earlier sanctions against Russian national Andrey Ivanov and four legal entities alleged to be related to PMC Wagner founder Evgeny Prigozhin

MOSCOW, June 28. /TASS/. Operations of PMC Wagner in Africa is a private business and the Russian government was unrelated to it, Kremlin Spokesman Dmitry Peskov told reporters.

"The company had an independent business there. The state had no relation to that business," Peskov said, answering the question whether Russia can provide the group with financial or any other support amid US sanctions.

Yesterday Tucker Carlson took to the airwaves of Twitter to point out what may be the biggest hypocrisy of western nation-building yet. During the opening minutes of Episode 7 of Tucker on Twitter he points out that in their valiant war for democracy, the Western virtue-signalling war alliance is actually enabling a dictatorship in the newest NATO protectorate in Ukraine.

Former Fox News presenter asks the fundamental question: why exactly are we now at war with Russia? The answer seems to be:

The war against Putin and for Ukraine is in fact a war for democracy.

Carlson goes on to point out the obvious, that, we are currently fighting a war for democracy on behalf of a leader who just casually announced hes happy to end democracy and our democracy and supporting leaders have no problem with that.

He rightly points out that during wartime politicians become more powerful, and thus they will always justify any extreme anti-democratic action at home as necessary. In the case of Ukraine, the Western-backed proxy war against Russia has allowed the Zelensky regime to suspend elections indefinitely, bring all media under state control, and shut down any independent media outlets which will not comply, shut down churches suspected of not supporting the war effort, silencing political opponents, and force-conscription of any male between the ages of 18 and 60 years old.

That means the collective West can now boast how its fighting a war for democracy to prop-up a leader who just canceled democracy.

House Speaker Kevin McCarthy (CA) is a powerful man at least in theory. He is the highest-ranking Republican in the land and third in line for the presidency. In reality, he is a pretty pathetic figure who knows his place, which is wherever former President Donald Trump wants him to be.

That was once again made abundantly clear on Tuesday when McCarthy dared to (briefly) step out of line. In an interview on CNBC, the speaker said something that is undeniably true when asked about Trumps chances of winning the 2024 election in light of his legal troubles.

Can he win that election? Yeah, he can, McCarthy said. The question is, is he the strongest to win the election? I dont know that answer.

Its tough to argue with that.

First of all, nobody knows the answer to that question. We have our own opinions about whether itll be great for the GOP to choose as its nominee a man whom likely independent voters describe as criminal, disgusting, asshole, crazy, and liar, but even we dont know.

So, unless McCarthy has a crystal ball stashed away somewhere, he cant definitively say who would be the strongest Republican in 2024.

In addition, he is also pretty dumb, so there is that.

But at least he was smart enough to realize that he really stepped in it by making this completely normal statement.

Because MAGA world lit him up.

Right-wing firebrand Steve Bannon vowed to go on a jihad against McCarthy for daring to say Trump may not be the best man for the job.

The last refugee, for now, has left the small, guano-producing state of Nauru.  For a decade, the Pacific Island state served as one of Australias offshore prisons for refugees and asylum seekers, a cruel deterrent to those daring to exercise their right to seek asylum via the sea.

Since July 2013, 3,127 people making the naval journey to Australia to seek sanctuary found themselves in carceral facilities in Nauru and Papua New Guineas Manus Island, told that they would never resettle on the Australian mainland.  Such persons were duly euphemised as transitory persons to be hurried on to third country destinations, if not returned to their country of origin, a form of vacant reasoning typical of a callous bureaucracy.

The wisdom here was that other countries would not only be more suitable for such persons, but keener candidates to pull their weight in terms of processing and accepting refugees.  For the Australian Commonwealth, outsourcing responsibilities from protecting citizens to shielding vulnerable arrivals from harm, has become a matter of dark habit.

Many of those remaining refugees held on the Australian mainland are the subjects of acute care, and all await transfer to third countries such as Canada under its private sponsorship program, the United States, New Zealand or other destinations.

In the meantime, 80 remain in PNG.  The situation there is marred by a fundamental legal peculiarity.  In October 2017, the Supreme Court of Papua New Guinea found the Manus Island Centre to be both illegal and unconstitutional.  (PNG, unlike Australia, has a constitution prohibiting violations of personal liberty, even for non-PNG nationals.)  Its closure led to the removal of the detainees to various transition centres devoid of basic amenities, including water, electricity and medical support.

Both PNG and Australia proceeded to squabble over responsibility, despite the obvious fact that the latter exercises effective control over the facilities and those being held in them.  Emilie McDonnell of Human Rights Watch deems it indisputable that Australia bears primary responsibility for those in offshore detention under its policies and has an ongoing legal duty to find a durable solution.

Its a fiercely contested question: Do carbon offsets provide a solution to curbing greenhouse gas emissions? For many experts, the answer is a resounding no. But that hasnt stopped the carbon trade from booming as more countries and companies look for ways to meet international targets for global carbon reductions. The Brazilian state of Tocantins is the latest to venture into the carbon market with a recent deal with Swiss oil-trading giant Mercuria. The 10-year forest carbon credit purchase agreement means that Tocantins can sell credits to Mercuria once theyve been verified by the U.N.s jurisdictional REDD+ framework (reducing emissions from deforestation and forest degradation). Tocantins, a state the size of the United Kingdom, is made up of Cerrado savanna (87%) and Amazon Rainforest (13%). A combination of environmental policies and reinforcement efforts allowed the state to slash deforestation and reduce its carbon emissions by 65 million metric tons between 2016 and 2020, a figure officially recognized by the federal government through the National Commission for REDD+, according to Marcello Lelis, the state secretary for the environment and water resources. Lelis told Mongabay by phone that Tocantins has already sold 40 million metric tons of these past credits to Mercuria as well as credits the state could produce by 2030. How To Plant Propaganda: "Putin has been weakened. Russia is crumbling."

On Sunday the U.S.Secretary of State went on four morning shows to play the same distinct melody over and over again:

SECRETARY BLINKEN: And it was a direct challenge to Putins authority. So this raises profound questions. It shows real cracks. We cant speculate or know exactly where thats going to go. We do know that Putin has a lot more to answer for in the weeks and months ahead.

SECRETARY BLINKEN: These create more cracks in the Russian faade, and those cracks were already profound. Economically, militarily, its standing in the world all of those things have been dramatically diminished by Putins aggression against Ukraine. Hes managed to bring Europe together. Hes managed to bring NATO together. Hes managed to get Europe to move off of Russian energy. Hes managed to alienate Ukrainians and unite Ukraine at the same time. So across the board this has been a strategic failure. Now you introduce into that profound internal divisions, and there are lots of questions hes going to have to answer in the weeks ahead.

SECRETARY BLINKEN: ... So I think weve seen more cracks emerge in the Russian facade. It is too soon to tell exactly where they go and when they get there. But certainly we have all sorts of new questions that Putin is going to have to address in the weeks and months ahead.
